Prove It: The Workforce Pell Data Playbook

Workforce Pell money is live, and eligibility is not an application, it is a proof. This playbook lays out the 70/70 thresholds, the three approval gates, and the exact data you have to be capturing now to win approval and keep it.


What's inside

Workforce Pell went live July 1, 2026, and the first federal approvals landed in August. The rule is settled. What is not settled is whether your institution can prove the numbers it asks for.

The short version: if your program runs 8 to 15 weeks, leads to a real credential, and you can prove at least 70% of students finish and at least 70% of finishers get jobs, federal grant money can now pay your students' tuition. Every word of that sentence is a data requirement.

What is inside

  • Workforce Pell in 60 seconds. What the Working Families Tax Cuts Act created, what qualifies (150 to 599 clock hours, 8 to under 15 weeks, a 12 month track record), and how the prorated Pell award actually works.
  • Why the window is competitive. ED projects roughly 184,000 recipients in 2027-28 and up to 28,000 eligible programs. Approvals are already uneven: Iowa cleared 9 of its first 20, Pennsylvania 2 of 40, North Carolina certified 43 at 16 colleges. Thin applications are visibly getting rejected.
  • The three gates. Institution, then governor, then the U.S. Secretary of Education, with the evidence each one wants and why the governor's office is your first real data counterparty.
  • The three numbers that decide everything. 70% completion within 150% of normal length, 70% placement in the second calendar quarter after exit, and tuition at or below value added earnings. Worked examples, cohort exclusions, and the traps: continuing education students who quietly erode your placement rate, and CIP code pooling that lets one weak program drag down its siblings.
  • The compliance calendar, 2026 to 2031. What is measured when, including the COD flag and Warning Edit 230 your financial aid office needs to scope this year, the 2029-30 shift to in field placement, and the 2030-31 VAE clock.
  • The master data checklist. Five sections covering approval evidence, completion data, placement data, earnings and pricing data, and the operational plumbing. Built to be worked through with workforce, financial aid, and IR in the same room.
  • What happens if you miss. Program ineligibility, assessed financial liability on a VAE failure, and the two year lockout that hands your regional market to the college across town.
  • A 10 question readiness scorecard and a first 90 days plan broken into inventory and triage, building the evidence, and submitting.

The core argument

Approval is a moat as much as a mandate. Institutions treating Workforce Pell as a data infrastructure project rather than a paperwork exercise get in early, stay in continuously, and compound the advantage while competitors sit out the lockout.
